The ideal 100% performance from any given 11 is when their average age = 26. For every year below or above that, you lose 5 or 10% of the team's performance. So 31 would be a bad thing.
It's a good thing because it stops teams buying in very high skilled pensioners cheaply and more importantly stops people buying a team of 16 year olds and waiting for them to come good.

That happened to me when I started out. I always evaluate now. My recent signing was down as a skill 8 when I evaluated he was actually a nine and had extra special qualities as well. So it works both ways

That only happens in the private leagues, because generally the Xpert League transfers will let you see the player's profile, but still better to evaluate because of hidden qualities.
