At the time David Brent made me laugh more than most but due to lack of anything new at the time it perhaps got over acclaimed.
The lads in the bar in Cheers were nearly always well portrayed.

On US sitcoms; Another vote for Georgie but if I had to pick one I'd go with GOB in Arested Development. Could pick any of that family though
On Uk sitcoms; Basil Fawlty is just about perfect.
Hal from Malcolm in the Middle is hilarious at times.
Niles from Frasier and Arthur from King of Queens were also very good.
