The goal is here, the Azerbaijani number 8 puts his hand up straight away. To me, it does look like the ball has crossed the line before McClean passes it to Cullen

You can drag the time stamp to try get a frame-by-frame view of it - the ball doesn't go out. I think it's still touching the line when McClean passes, but that's plenty in given that the whole of the ball has to be over the whole of the line.
