THE FAI Licensing Appeals Committee will meet today after yesterday's scheduled meeting was cancelled, writes Gerry McDermott.

The postponement was caused by the non-availability of lawyer Martin Giblin due an unexpected over-run in a High Court case he is involved in.

The Appeals Committee is now due to meet at 11.30 this morning in a Dublin hotel.

Although the Appeals Committee only needs a quorum of five from its eight members it requires the presence of legal and financial experts at each meeting.

As Giblin only became aware of his unavailability late on Tuesday night it was too late to arrange a co-option and call a meeting of the FAI's Board of Management to approve it so it was decided to postpone the meeting until Giblin was available.

Last May the Licensing Appeals Committee found itself at the centre of controversy when a similar situation occurred.

Realising that they would not have a quorum they co-opted a new member, held their meeting and awarded licences without seeking the approval of the Board of Management beforehand.

All 22 clubs appealed the decision of the First Instance Committee not to award any licences by the February 2 deadline and they will still find out their fate tonight.

The FAI Licensing Department is confident of having the registered letters containing the Appeal Committee's decisions ready by last post tonight and will then telephone each club to inform them of the outcome.

This is a common misconception. Whatever happen with the licenses clubs can only qualify for Europe (or for the eL Premier division) on the pitch. So if a club in Europe don't get a license (for anything other than infrastructure in which case they could in theory play somewhere else) nobody else could take their place as they did not qualify for the competition.

Also, on a point of order, this is not the UEFA license being decided today, its the eircm League. Clubs competing in Europe still have to try out for the UEFA license so if one of the qualifiers does not get a Premier Division license they still have time to sort out their problems and get a UEFA license.

Also applies to promotion relegation domestically. If one or more Premier clubs do not get a Premier license they could be blocked from compete in the Premier, BUT a First Divsion Club (incl the team relegated from the Premier) could not replace them as they did not qualify in competition to play in the Premier Division.

The UEFA and League rules are very clear on this.

Drogheda United is delighted to confirm that it has received confirmation from the FAI Licencing Cttee this morning (11 Feb) that it has been awarded a Premier Licence for the 2005 season.

The Licence was granted on appeal following the initial rejection of all 22 Clubs' applications in January. Speaking this morning, the Club's Licencing Officer Jim McArdle said "I am delighted by this result, it is a vindication of what we are trying to do in our Club and indeed what the FAI is trying to do with the whole League. There was a lot of hard work involved in preparing our initial application and in ensuring that our appeal was successful. Our preparations for the new season have been boosted by this morning's news and it is great to see each piece of the jigsaw coming together."

Dunno. What will happen to any clubs who fail to get Prem licenses today remains to be seen and will have to be decided pretty very soon.

Not sure when UEFA will determine on Irish clubs UEFA applics, according to Fintans link Shels will be getting ready for it "soon", but I doubt it will affect the domestic situation as the sanctions to be applied to clubs who fail to get the Premier license will have to be sorted out separately.

Rumours are that Kildare County, Longford Town, Dublin City and Dundalk have all failed in their bids. I don't know what that'll mean to those clubs if it's true.

Article on eleven-a-side (http://www.eleven-a-side.com/ucd/irish_soccer_detail.asp?newsid=15963) claiming that the Premier clubs who haven't made an announcement yet - Waterford, Bohs, Longford, UCD and Rovers - have all failed. Just to clarify, this is complete nonsense and shouldn't be believed. As far as I know, UCD will get a licence; am trying to confirm this at the moment.
