It's not article 15, it's nr 18
and it has been ruled on.
I am quoting from the rule as it stands.
What do you think, that I make it up just to mess with your head?
That's weird - seems to contradict Article 15 completely then. Either way, it would have to be ruled on by FIFA and we know they tend to make things up as they go along.

Read Article 15 - it's the original ruling on eligibility and says that any player who plays in an A international is cap-tied. Article 18 is a subsequent addition that says it has to be a competitive fixture. It's probably not the first or last team FIFA's laws will contradict each other.
So what's the deal then? Is he tied to us or not? Must he play at least one second in a senior qualifier in order to be tied to us?
He is not tied Colbert. But he's not switching anyway, so just drop it.
F*ck.
Yes Charlie, read it a bit more carefully, article 15 tells you to move on to article 18 to see what the exceptions are to choosing another federation.
Article 15
2 With the exception of the
conditions specified in article
18 below, any Player who has
already participated in a match
(either in full or in part) in an
offi cial competition of any
category or any type of football
for one Association may not
play an international match
for a representative team of
another Association.
OK, I was wrong. You don't have to be an ass about it.
Now I am the ass?
Ah here, the rules are not straight forward. Bottom line, it has to be competitive, we all get it at this stage, let's talk about James McCarthy in here instead
The issue does relate directly to James.
The rules in this matter are not straight forward, that is why a poster's confusion is answered emphatically, otherwise the confusion easily spreads. In Charlie's case he was persistent with his confusion over a number of posts and then has a little huff.

Look, it's irritating enough to be proven wrong but it's worse when somebody insists upon being a bitch about it. From your original post on this page, it looked like you were saying I'd misquoted Article 15. My later point was that Article 18 doesn't read like an exception to Article 15, it seems to completely invalidate it. I've admitted that I was wrong, but you weren't exactly "emphatic" in your earlier posts.
Not exactly emphatic? my first reply to you was a one linerbut you weren't exactly "emphatic" in your earlier posts.
"It has to be a competitive game for him to be tied, no argument."
Should I have used block capitals, a few exclamation marks !!!!! to perfect the emphasis?
I have been here a long enough time but I have yet to perfect the skill of reading the unexpressed thoughts of a poster's thinking on any subject.
Has done well in the 1st half V Liverpool. Has tackled Gerrard well on a couple of occasions as well as creating a couple of opportunities
Reading on another thread that himself and N'Zogbia are running the show in the first half. I read a few people saying he had Gerrard in his pocket too
Gerrard not at the races at all 2nite. Liverpool have been awful
from the skysports website on tonites game....
"Man of the match: James McCarthy did all the hard work in the middle of the park - an unsung hero who is rapidly improving."
Looks like we really have a proper player on our hands
Its really not that complicated!!!
No doubt the mere 20 minutes or so in a green shirt at senior level has raised the bar and brought on his game to another level
Shows what 2 days in training with Keith Andrews can do for a player.
I thought he was excellent too. Liverpool were dire and Wigan midfield just dominated. He played some beautiful floated balls over the top in the first half.
Only saw a few mins in this, seemed to be playing in an advanced midfield role?? Similar to what Scholes wouldve done for united back in the day.
