I'm pretty sure it's required under the law for any sports club which has a children's section since the dreadful child abuse that occured in swimming. (Even if not required by law it is still a very good idea.)

My understanding is that any sports club with players under 18 has to have a trained child protection officer. I'm involved in one of the sports clubs in UCD and we have to have one in case a 17 year old joins.

I think he was hoping for some explanation that involved a shiny badge and a massive automatic weapon

Not sure whether its law or not but definitely recommended.A booklet should be issued by the Committee of each Club to all Coaches of kids teams to point out best practices where kids are involved .

As far as I remember it is one of the things that have to be complied with for licensing....I think I remember we had to put in his details on the licensing application.

Yes, it is required by law. Similar to Bald Student, when in college, one of the clubs I was involved with had to appoint a child protection officer if we had any 17 year old members.
