For Israeli fans try the local FA or usually the embassy in Dublin handle tickets for ex pats
Israel will get almost 3,500 tickets so it shouldn't be too difficult to get once you apply now.
Tickets in the Ireland end will be very very difficult to obtain as almost all are sold via a block booking system for all home games.
