I think you may have answered your own post.
Dublin + Cork clubs didn't give out club passes because; they had their own schools to run with their own invitation schemes.
The numbers were pure FAI numbers not including the sucess clubs had especially in urban areas with different youth projects through the year.
The replys were pure FAI replys also. I don't know how bad trainees/candidates reply to course questionaires but unless the tutor is there handing out and than collecting replys the returns will be poor.
Collect the replys before the student/candidate passes beyond the gate leads to a very productive response.
Otherwise, 10% reads like an excellant response from an Irish survey.
