I know NTL are the very definition of inefficiency - but I've really suffered at the hands of their unimagined layers of stupidity today.

I'll spare you the infuriating details but I fear this may end with me on the roof with a rifle, howling at the madness of it all

Is it just me or does anyone else have an issue with these LED (?) headlights , the ones that give off a blue hue.I find them to be blinding. are they legal?

I hate them with a passion! I think they're some form of fancy gas light, going to say Xenon as I think I heard that mentioned, but yeah, they are blinding, ahead or in your rear view mirror.
Another thing is that their beam is so much more tightly focused that if the road is any way bumpy at all (rare in Ireland I know) it looks like they're flashing you, one more level of annoyance.
Seem to recall they used only be on what was then the new Mazda 323s, but now they're everywhere again.

It makes you wonder what testing was done by the makers that have added these to their cars. Maybe they tested them using sunglasses. It could be that we have overly sensitive eyes and the blue hue I see maybe a sign of my ability to see dead people coupled with the night I thought I saw the Virgin Mary.

I find them to be dangerous especially as you say on the bumpy roads of Ireland which is compounded by any form of off roader with these bloody things blazing a path down the road.
