IP bans are tricky. I had to block an entire government department to keep one muppet out an one point. I explained the problem to the people that complained and as far as I'm aware the muppet never returned when the block was lifted; one can only assume they sleep with the fishes now.
Usually in these circumstances I prefer to use my l33t interwebnet skillz to track down the offending party's manager, and send them the ****e the muppet is posting on Foot.ie and PMing to me. You can't post on Foot.ie if you don't have a workstation...

IP bans are easily done on Jelsoft forums(obviously depending on the user using the same IP consistently),there's a range of features with these forums for dealing with members(deletion of account,temp Ban,Perma Ban,reduction of post privilege or forums they can View etc).I've quite a bit of expirence in these matters..
