The SFAI are the governing body for grassroots football in Ireland, not the FAI. Its success or the lack of is all down to them.
Put three balls in each side of the scales. If they balance then the heavier is in the other, unused three. If they don't balance, the heavier is in the heavier of the three balls.
Once you've established which three includes the heavier ball, repeat using those three balls, one on either side of the scales, and one spare. The heavier is the ball you're looking for. If they balance, then the heavy ball is the remainder one.
