I don't know why its just for diving though.
The Scottish FA will have referees watch videos after games and they can make retrospective decisions on diving.

Apparently FIFA aren't happy and are looking to block them. Read it on teletext last night.

If I remember correctly it involved concerns about retrospective/after the fact punishments for non-dicipline/violent conduct issues ultimately undermining the authority of the referee.
I can see it from both sides but I believe it's an experiment well worthy of being tried somewhere in professional football and if the scots are willing to give it a go then fair play to them.
