i presume that they hope te investment will be returned by rent/income from the facilities. in fairness flancare really needs something as it is a great example of the downfalls of building an 'out of town' stadium. it's a super stadium but unfortunately it's got nothing around it and prevents a few quick pints before the game due to it's location!
I'd say it's smart rather than ambitious, precisely for the reasons you've highlighted. They've got land but no fans - so makes sense to try to use the land to generate income. It'll give them a proper non-match day income, which will help make up for the lack of those fans.
I've no idea where the capital is coming from, and it's not my place to worry. If they don't have the money to build it, it won't get built. Simple as. Where did they get the money to make Flancare all-seater anyways (I'm assuming partly FAI, but the rest) ?
