Cheap and cheerful way would be to draw it out and scan it in. Whats the image BTW? You'd be surprised how nifty MS Paint is when ye play around with it for a while.
Looking for some help in getting a idea from my head, onto the PC, as a graphic which could be printed onto fabric.
It's a football related project, with almost zero budget.
Any help would be appreciated.

I've done some printing with stuff I did on MS Paint, and it came out very well, much better than I expected. If you are planning to print onto T Shirts like I did, beware as even the best paper I could buy didnt stick on the fabric for more that 50 washes, which may sound like a lot, but washing a T Shirt once a week puts it into perspective.
For quality images, whatever graphics packages you have should be fine.
I think that with almost zero budget, finding a reliable way to print will be the problem. (if it is t shirts)
Surely an Illustrator eps will do the job. Do a rough drawing of what you want to do. Scan it, go to Illustrator, import the scan as a jpg, and put it to a locked layer, draw over it on another layer using paths, lines, whatever and hide the scan layer. Vector graphic ahoy, this any help?

I have the image done as much as I can now in Photoshop.
It's low res and needs to be cleaned up.
Anyone know of where I can get this done and converted into a Vector image?
