I don't think Planning permission would be granted as easily along such shores seeing as the likes of Bertie is getting grief... Green areas are no longer going to be just built on as easily as in the past...

Lucan was the last area I'm aware of that was effected by such flooding...
But dublin is a city & as such you generally don't see too many flood plain fields in the middle of cities. Theres no reason why with a proper infrastructure city centre flash flooding couldn't be completely eliminated as it was only a few inches of rain which isn't that unusual here.

I have suggestions that the reason the tolka flooded was cos the river was badly in need of dregging due to clogging around the bridges which in turn made the river rise?

Either way if Ollie had any thoughts of seeling tolka for apartment development he may as well forget about it for a good few years.

even in isolated areas around river basins natural water flow didn't always directly spill into the river system, as building and devolpment increased in the last few years any extra water is now funnelled into the river systems... I'm aware of the dredging issue but the addition of any sort of devolpment would be severely fought against and anyone living along that stretch of tolka is going to wonder where the extra water would have went if it couldn't have gone into Tolka Pk.... dredging itself won't appease locals...
