No, the Unions have fought for Benchmarking and National Wage agreements to be paid as fixed monetary amounts rather than percentages which benefit the higher grades most. The Government won't have a belt of it*.
*This wouldn't have anything to do with TD's salaries being tied to Civil Service Grades, or the fact that Government ministers get two rounds of benchmarking and pay increases - one for their TDs salary (tied to certain grades) and one for their ministerial salary (which is tied to higher again grades), obviously.
