    Question Quiz on the Laws of the Games (Round 3)

    Third Round, have a go and I will PM you your result:

    7. A centre forward is standing in an offside position but not interfering with play, one of his team-mates takes a shot and hits the goalkeeper and falls to the centre forward.

    What should the referee do?
    a) Wave play on;
    b) Blow for offside;


    8. The ball is going out of play for a throw in for the blue team, a player from the blue team who is the only player near the ball handles it deliberately before it leaves the field.

    What should the referee do?
    a) Give a free kick and caution the player;
    b) Give a throw as the ball was going out anyway and he didn’t want to waste time;

    d) Award the throw to the other team.

    7 = B (He gained an advantage from being in the Off-Side position).
    8 = C.
    9 = A (If it was accidental, no offence occured).
    10 = C ( You can act on the Assistants flag provided the game has not been kicked off agian)

    One quick thing before I answer these - picking you up on the title to these threads - there are no such things as Rules in football - there are Laws, Directives and International FA Board Decisions.

    The referee may caution the player if he feels it's a deliberate handball or he is seeking to gain an advantage from carrying out such an action

    The Answers

    7. b
    It is not an offence to be in a offside position, if the shot had of gone in the goal would have been allowed, however the goalkeeper saved the ball and it fell to the centre forward, he has gained an advantage by being in that position therefore he is offside.

    8. c
    Under Law 12 – fouls and misconduct, a direct free kick is awarded for “deliberately handling the ball”, the player is not cautioned as in the “Additional instructions for referee, assistant referees and fourth officials” it states “Referees are reminded that deliberately handling the ball is normally punished only by a direct free kick or penalty kick if the offence occurred inside the penalty area. A caution or dismissal is not normally required.”

    It also states the following “There are circumstances when, in addition to a free kick being awarded, a player must also be cautioned for unsporting behaviour e.g. when a player:
    • deliberately and blatantly handles the ball to prevent an opponent gaining possession
    • attempts to score a goal by deliberately handling the ball”

    As the player did neither, he is not to cautioned.

    9. a
    In order for a penalty to be awarded, a handball must be deliberate. As the handball was accidental, no offence has occurred therefore you wave play on.

    10. c
    Law 5 states “The referee may only change a decision on realising that it is incorrect or, at his discretion, on the advice of an assistant referee, provided that he has not restarted play or terminated the match.” As play has not restarted and on the advice of his assistant referee he awards an indirect free kick to the defending team, he must also rescind the red card to the defender as the trip was unintentional.

    If play had restarted, then everything would have stood.

    I know this is a Junior Football forum, but i'm sure most people would have seen the penalty incident in the ManU vs Reading game. I would be of the thinking that Gary Neville accidentally handled the ball, so Ref do you believe the wrong decision was taken to award a peno to Reading?

    Only asking this, because i hate the inconsistency about whether a handball is accidental or not!!
