Yes because those coefficients have been decided already i.e. the ones at the end of last season's Euro Cups will be used for next season's this is because countries with summer seasons have to know by the end of that season how many clubs qualify for each competition (eg the Norwegian league finishes in October but they can't be waiting until May to find out how many CL places they have etc. so last May's co-efficients are used)
