Several stadia in Germany have 2 capacity levels, total seated and seated plus partial standing.munich Allianz Arena, schalke 04 Arena etc.For the world cup and ALL copetitive games , all fans are seated.In Stuttgart the small standing zones will have seats, hence reduced capacity of 47500.
