As regards Registration of players, unless all clubs lists are accesable it will make no difference. Clubs should be able to go online after games to check if the opposition were legal or not.
How about putting list of yellow cards to see who should be suspended.

With regard to yellow and red cards there is some heated discussion but there will be a system of informing all clubs that players have been suspended. this might mean logging on and seeing a red flag in front of the club on the league table, but the other clubs will have to get fair warning that the team they are playing has a suspended player or two.
I know that some clubs have proposed photographic registration for next season and this would make it very easy to post the club squad on the site and check if players are who they say they are, it also makes competitions for players player of the year etc easy.
Players who get yellow and red cards will be posted in passworded folders on the site so there will be no escape.
Let your club delegates to the AGM know what way you want them to vote on proposed rule changes etc.
