No it wouldn't come into effect until Monday November 4th if that was the case.
Shields got his 5th v Harps on August 16th so was suspended v UCD on August 26th, but he picked up his 6th in Derry on August 23rd. Just the way the system works and that might have confused Dundalk. But they would have received official communication a few days after his 7th yellow card v Derry on October 4th so would have known he was only one away.
