Can Clubs sign Players during the window

todays papers inform us that Limerick have signed Thomas McGauley from Dublin City I thought you could ony sign players who were out of Contract during the window anybody know what the story is.

He was released by Dublin City at the end of last season. Free agents may be signed at any time.

See Michael Holt has left Dublin City as well.

Holty is a big loss. Will put more pressure on Big Trev to deliver the goods. So far Holty is the 1st divisions top scorer with 4 AFAIK.
Can't believe Sweat has gone to Limerick, a bit of a coup on their part. Scored 8 goals from centre half for us the year we won the league, great defender, great heart and a sound bloke to boot. I wish him all the best.
