The SFAI are the governing body for grassroots football in Ireland, not the FAI. Its success or the lack of is all down to them.
Don't UEFA or FIFA have a rule that says clubs cannot go to Court when disputes arise? I think all disputes are supposed to be resolved within the football authorities.
