what do people think of government funding for sports in this country is it disgraceful or is anyone pleased with it?

i don't know what sweden has done in the last 15 years, but they have produced a grand batch of sportstars in the last 5 or so years, in particular athletics. They only have a population of about 8 million, but whatever there magic ingredient is, we need a pinch of it. Must be a combo of improved facilities, training and funding, anyone shed any light???
Over 50% of all sports funding (35m odd) goes to horse and dog racing.
GAA + IRFU + FAI got approx 10m last year.
