Sure they have to build a squad to compete in the Premier - anything else and you'd increase the yo-yo effect.

There's a 40-fold between top and bottom in the First and a 16-fold gap in the Premier - this former is even more than in the Premier (which starts at 12m and goes to 500k as far as I know - 12-fold) which I think is unhealty.
