This Licence system seems to be flawed if licences are granted on appeal why they weren't sorted out first time around.

The main difference between the first and second applications on the part of most clubs is that the FAI had a licencing official in place to help the clubs with their appeals. I saw no mention of him in the lead-up to initial applications.

A lot of clubs failed initially on things which were petty, but if they'd contacted the FAI (or had the contacts there to do so) a lot of clubs would have passed first time without the hassle and negative publicity.
