i thought a B license (premier division license) could only be awarded
to a premier division team? could be mistaken (i usually am)

My understanding is that it's the First Div license.

I think everyone's a bit confused on the whole lettering situation !

Longford are struggling to get a Premier licence. Rulebook says they go down. Does someone from the existing first division with a Premier licence automatically go up in their place?

No, this cant happen because as far as i know the FAI have said that no first division team can actually receive a Premier Licence
