It would be very unlikely that the majority of those who would have pre paid for a ticket (ST) would not attend, maybe 5%, so having sold over 1,000 ST the smallest crowd will be around 1,600-2k, if it was the case for a poor weather and mon night for eg.
I'd personally count all who attend so I get your point.

Even for a Tuesday night rescheduled game in bad weather against UCD with Champions League on TV (hypothetically)? Happened to us a couple of years ago - we have ~1,000 season ticket holders but there was barely 100 there that day.
As somebody mentioned earlier I think, the rugby teams are always at this. Munster have 10,000-odd season ticket holders but half their matches don't even hit 6,000 and they're not all ST holders, yet they'll still report 15,000 or whatever at the game.
