Nothing in there about free transfers for under 23's if the transfer isnt domestic, and I cant say I've ever heard that. AFAIK, if the player is out-of-contract and under 23, they cant switch clubs without compensation unless they are released by their first club and then signed up by the second club.The newly approved FIFA rules
