Underage irish teams

Just a quick question on how the irish u15-u19 teams are selected if anyone knows? There seems to be a serious lack of players being selected at all ages from outside Dublin,is it that there is a lack of talent from the likes of cork and Limerick or is it that they are still being ignored in this day and age I've counted from u15 to u19 level 4 players from cork not sure how many from Limerick galway etc but considering the population of cork it seems very little but maybe the talent is not there?

When North Dublin won the Kennedy cup a few years back they expected to have a serious number of players on the national squad for u15,they got 2 picked and there were 9 from the DDSL,which opened the question are players better off playing with a club in the DDSL,the 50 km rule doesn't seem to apply to them,but the Fai want the best players playing in the best leagues and who are we to argue with them.
