U4EA being a smartarse. Moderator positions are created by demand, i.e. if a forum is busy enough to need one, a call will go out. Positions are appointed by recommendation and reputation, i.e. U4EA couldn't be a moderator on Foot.ie at the moment because of his behaviour.
