If this rule didn't exist, you would have a situation where a top of the table match like Dundalk/Cork could turn into a kicking match as any cards picked up would not matter. You do the crime - you do the time.
Yeah let red cards carry over, or if someone is suspended for the last 2/3 games due to an accumulation of cards and they still have a game to sit out carry that over, but 4 yellow cards over 33 games should be wiped out once the season is done.

Something like a sliding window may work better- cards are expunged after say 16 games. If you reach four cards in that window you get a ban. (Or some other window, 16 is just an example) Reds could play in as part of a points system too but would still carry their own suspensions.
