Penalties for eL Referees?

Maybe we could have something similar for eL refs?

It would make for a fairer more transparent system so that players and fans know that if a ref does badly in their game it is unlikely that they will be ref'd by them for at least another while.

It would need to be done very carefully and what fans must realise is that no ref will get every single decision in every match right.

It would be most applicable if a ref seemed to see an offence but copped out of acting on it.
