Not as far as I know. I think both are still eligible for the U21s, McNamee at least.
In fairness, McNamee wasn't even on the scene at Derry until mid-summer when the U21s last played their qualifiers. McLaughlin was just plain overlooked because underage managers tend not to look at domestic players, although we're seeing some change in that regard.

If I remember correctly Martin Keown has strong Irish links and used to play GAA before joining Arsenal as a school boy. Can be that he is married to an Irish woman but he has two Irish parents too.
Edit: on his wiki page under international career it explains how he ended up playing full international with England instead of Ireland.
