afaik loans begin when u begin the game,what id do is try out the editor,start the game and select irish and japanese leagues with japan as your selected league,thus you will jump half the el season,if cp's loan hasnt clicked by then ur snookeredIve done all that but when I push down it is blank. He didnt and I dont think he existed in CM 03/04 as I had to create him in the Editor!
