A verbal contract is binding, if it can be proved.
But a general acceptance of a bid is not considered a contract, that would be interpreted as an agreement to work out the details of the contract. If the details have not been worked out verbally then it cannot be considered even to qualify as a verbal contract to accept the bid.
Then you have to consider that the player is under contract with a club, which is bound by its constitution.
The club's constitution may well state that a decision to sell one of its valuable assets have to be taken by the board.
A club rep may acknowledge an offer as acceptable but he/she (alone) is not empowered to accept it on behalf of the club.
