Since I'm not a block booker is there no way I can get tickets for the France and/or Swizz home matches? If I wait too long the touts will be charging hundreds for them so I want to find out how to get them as cheap as possible, asap.

Its only usually tickets returned by the visiting FA that go on sale. You might find that smaller teams don't fill their allocation but the likes of France probably will. Usually an announcement by the FAI a few weeks before each game in which any remaining tickets are sold through Merrion Square.
Other than that its ebay etc.
