				About 35 years (Franco) too late, and though welcome, it's highly  unlikely that anything significant will happen in the Basque Country  resulting from this. This is at least the third "permanent" ceasefire  over the years, with bombings putting paid to the last attempt of  negotiations. It's unlikely Madrid will respond unless decommissioning  occurs, and even then, the Basque people themselves seem to have turned  against independence for now, electing a Socialist (unionist) Prime  Minister last year.
