Mobilisation of four separate club fans and the permutations between them, stretch of local resources (incl. emergency services, specialised or elite security.) are some of the reasons for it.Do they share a ground?
So UEFA usually (it happens alot) makes one, almost unseen, movement and reverses one of the ties. Easy.

I knew that. What I was asking, badly, is how are those groups matched. Is it the 5 highest seeded team will draw 1 of the 5 lowest unseeded team and so on.
If so then pats would be looking at Juvenes/Dogma through winners of match 4.

As I said above, I wouldn't wish Lurgan on anyone. Even the away fans from Nagorno Karabakh would go back feeling more positive about their situation.
