THE scheduled participants in next season's League of Ireland Premier Division will meet FAI officials at Abbotstown today seeking to agree sanctions on clubs who renege on wage payments.
However, a number of First Division sides are unhappy that they have been invited to a separate meeting with the FAI next Tuesday, rather than all 22 clubs meeting together on the issues -- fearing that the Premier sides will seek to protect their own status.
The teams currently set to be a part of the new 10-team top flight will have a private meeting this morning with the aim of having a clear message before facing the FAI's Internal Compliance Officer Padraig Smith in Abbotstown at 11.0.
Loophole
Central to their discussions will be the matter of sanctions after unhappiness was expressed over the governance of the league this term and a loophole in the rules whereby there is no set punishment for teams who do not meet their wage commit-ments throughout the season.
Some clubs believe that if an immediate penalty was in place, then clubs would be more prudent in drawing up their budget projections.
As it stands, the FAI will have to judge in January which clubs remained inside the 65pc Salary Cost Protocol.

I think the end of the article clears that up. It's the clubs ranked 1-10 and 11-22 based on finish positions in the league. It's the clubs that would be in each division if none of them go bust or get refused a license.
Yesterday's circular from the FAI, seen by the Irish Independent, did not refer to the clubs in question by Premier or First Division terms and instead referred to them as ranked 1-10 and 11-22 respectively on sporting merit, which suggests they are bracing themselves for the possibility of promotion and relegation due to non-football issues over the winter.

Its a real case of sitting in limbo for a few clubs at present, will Drogheda be in the Premier / First Division / even existance next season?, will Harps or Shelburne be promoted? will the league be "all in one" next season?, how many other clubs are in trouble financially?
At the minute Harps and Shels are preparing for the first Division but one of them are to be promoted when will they be told?
I doubt Drogheda are planning anything other than fundraisers to curb some of their debts.
And who said this league has no drama?
