Handicap draw

Apparantly its 3/1 for the Galway/Harps game. How does this work do you mind me asking? (goal either side of a draw?)

Harps have a one goal head start essentially, if Galway win 1-0 for example the handicap winner would be a draw. If it ends 1-1 then Harps are the handicap winner and so on....
