If a player requests a transfer from a club and that club then decide to refuse the sign the transfer, the player writes to LDMC informing them that he has requested such. In this case it doesn't matter if the deadline has passed. Once the player has informed LDMC in writing before the deadline has passed that he has been refused a transfer or the club are delaying it before they sign then LDMC will sign it on his behalf and it is called a "transfer in lieu". It is a rule in place to protect players from being screwed by certain small minded clubs.
