The latter obviously, but, literally-speaking, it doesn't really make a huge deal of sense in that there doesn't appear to be any way to denoting 12:00 mid-day by using "AM" or "PM".
The main problem is that I think you have to register with The FA? Which seems a bit odd and arrogant even for an organisation as detached as them...
And the KO is a default time, would suggest an 'early' KO as the local cops won't want thousands of drunken football fans milling round later in the day, especially given the potential for trouble.
Neither "AM" nor "PM" can logically refer to mid-day though in that ante refers to before, post refers to after and meridiem refers to mid-day itself. Maybe "12M" would be apt.
I've often seen, for example, "01:20" pm, postfixed pm that is, written.
I don't know what the big deal is its straight forward, i've also seen 12 pm and 12 am written.

'High Noon at Wembley' is closer description of us against them, than 'Midnight at Wembley'.
When writing times I resort to the easy and obvious 0000, 0100, 0200, 0300... 1100, 1200, 1300, 1400... 2100, 2200, 2300.
How so many of ye on this normally intelligent board have confused 12AM and 12PM is remarkable.

Making amends
The England programme for the home game against the Republic of Ireland in May will feature Chelsea’s Ashley Cole on the front cover. There will be a pitch presentation to Cole to mark his recent 100th appearance against Brazil when, bizarrely, left back rival Leighton Baines was the cover choice.
So....don't buy the programme why?
