Tommy McMonagle has left Harps, citing a lack of game time as his reason.
Both were on loan till June, but were recalled early following the conclusion of Swindons season which resulted in relegation. I'd say it's a case Smith was recalled as Swindon want to tie him down to a new deal as his current one ends in June, along with giving him a rest period until the start of preseason. Whereas Jake Evans only played 2/3 games competively so they wanted to just bring him back as well.
Think the squad size is 22 now and there's four players out for an unknown time, with three of the 22, U19 players on senior deals and three are also keepers (first choice keeper is injured). Leaves us with a paper thin squad. Expect to see quite a bit of activity when the window opens.

All loan registrations must be to the transfer window in July. (Of course clubs could agree to have an earlier termination date, but the player could not play again for the parent club 'till then. Obviously a moot point when Swindon's season is finished).
Smith's loan would not need to terminated for him to agree and sign a new contract with Swindon. Giving him a rest period would be a little more plausible, although it is over 3 months to the start of their season!
If Swindon want Jake Evans to play some competitive games, Waterford gives more possibilities than being on a beach in Bognor for the summer
The reasons for them being recalled are probably fairly straight-forward and uncontroversial - but I doubt they are what you suggest

Pretty devastating blow for Harps to be losing Michael Funston at the mid-season break. He was excellent against Pats on Monday night.
He's rumoured to be dropping to Ulster Senior League.
A lot of players jumping from Harps the last few months. Is there mad money in the USL or are they just sick of Ollie telling them they must be crap if they're working with a hack like himself?

In Funston's case it's work and family commitments mean he can't put the time in any more. The other player to go was McMonagle. Don't think either were related to USL money or anything. The latter was frustrated due to lack of game time just.
Edit: in both cases it seems new babies are a factor. I can well relate to that, even the few wee bits I do for FHFC are way harder this season with a new arrival in the house. The idea of trying to play premier division football, and have a job in the same situation boggles the mind.
