Surely people will have learned from the experience of St.James' Gate, Dublin City and St.Francis, the market in the Dublin area is too crowded.
I would say the likes of Kerry and Mullingar would be better options.

Not pointless to Fingal County Council - they are trying to promote the county as a seperate entity, not just 'another part of Dublin'. It has a rapidly growing (young) population of 250,000 - a good potential catchment area, although they would probably need to locate near Swords to have the best chance of sucess. Blanchardstown would have the largest population grouping in Fingal, but Swords has the advantage of being physically seperated from Dublin (city) by the Airport & is already the administrative centre for the county. Swords would also be fairly near to central in the county (see the map here: http://en.wikipedia.org/wiki/Swords%2C_Dublin )
I live in Portmarnock and take great offence that the FCC - or anyone else -regards the place as being anywhere other than Dublin. County Fingal doesn't exist!
