It happened in the Football League in England last season - they had to get a referee who was doing a corporate function / meeting / conference at the ground that afternoon - and just happened to be sat in the bar having a few pints - to go down and referee the game.

It also happens every so often in the lower reaches of English football (Conference and below)

There may aswell of been no ref at the Harps Vs Cork game, Tuesday Night just see link for the penalty he denied. Must of thought he was refing a rugby game
