It's included in the fee that they paid the fai for internationals.
Though this will change now because uefa now have collective agreements for the qualifiers.

For me though although the TV thing is important the big one is the participation fees and prize money and will be top of the list until it gets sorted. Could guess that might be a Gardaí request. Nothing to stop most Dundalk fans turning up in neutral clothing and getting into the home end anyway.

In fairness though, 700 is an awful lot more than the away section usually holds. Dundalk will get almost a full quarter of a stand themselves.
