Looks like Drogheda are in serious, serious trouble. At this stage I'd be surprised if the examiner doesn't wind them up. Watch out for FAI advertisements for expressions of interest in joining the League of Ireland from the Drogheda area come January.

Would United Park even pass First Division standards for a licence?
In theory, no. You still need covered seats - less than the Premier but more than United Park, I think?
I'd imagine it could be brought up to standard without too much investment seeing as it was allowed for the premier for the last few years. Seeing as the FAI own it I'm sure they might consider putting a lick of paint on it before Drogheda Franchise FC move in.
I'd say a new entity would be given a certain amount of time to meet the full spec.
And a more pertinent question may be "Would United Park even pass A Championship standards for a licence?" And I don't think there are any such standards?
Judging by what Mervue have I'd say yeah, no problem.
AFAIK the FAI bailed Drogheda Utd out 6 or 7 years ago. United Park was the chargeable asset in this deal. However the amount Drogheda got somewhere in the region of €250,000 (Maybe someone can quote an accurate figure) is only owed. No interest or indexation was charged. United Pk would be worth a lot more than that.
