Just because of the annoying way he keeps dragging the issue out - this was basically the big window of opportunity where he could commit to contributing to the Irish team for a few years and a couple of campaigns and he chose to not take it but, more annoyingly, he won't just do the honourable thing and retire from international football once and for all.
