Lucan was the last area I'm aware of that was effected by such flooding...
But dublin is a city & as such you generally don't see too many flood plain fields in the middle of cities. Theres no reason why with a proper infrastructure city centre flash flooding couldn't be completely eliminated as it was only a few inches of rain which isn't that unusual here.
